Abstract
For any country to develop it must be stable. Stability however does not come automatically but by the deliberate step of putting up certain mechanisms in place. There may be laws and decrees for instance but these need to be made alive by seeing to it that they are being obeyed. This needs not only the personnel but also the means of ensuring that everything becomes a reality.The dispensation of justice therefore does not only consist in having courtrooms but a combination of factors social-political to religious and economical. Zambia like every other third world country has faced a number of challenges in this regard but the solution must be found for the country to attain sustainable development.
The nation has however to continue servicing the debts owed to the International Monetary Fund and the World Bank among others hence rendering the much needed developmental energy futile as resources have to be deviated to meet this obligation. The picture may sound gloomy which reason in itself makes it necessary to undertake this study so that the way forward is chanted. The community at large must also be made to understand and appreciate the fact that government has a mammoth task to develop the nation and that changes at the high court by way of the introduction of the commercial registry are part of this attempt.
