The starting point into the inquiry of setting up the University of Zambia was based on two convictions. Firstly, that the university must be responsive to the real needs of the country (Zambia); and secondly, that it must be an institution which should on merit win respect and proper recognition among the universities of the world (Lockwood Report, 1963). In light of these convictions, the University of Zambia was established. Among other strategies used to be responsive to the needs of society was the provision of university extension education.
