Performance of selected Technical Education, Vocational and Entrepreneurship Management Boards in Luanshya district of Zambia's Copperbelt province

Abstract
This study looked at the performance of Technical Education Vocational and Entrepveneurship Training Management Boards. The study was confined to institutions based in Luanshya District of Zambia. The sample included three institutions namely, Technical and Vocational Teachers' College, Luanshya Technical and Business College, and In-service Training Education Centre. The primary purpose of the study was to look at the performance of the Technical Education Vocational and Entrepreneurship Training Management Boards in order to ascertain their effectiveness in the provision of Technical Education Vocational and Entrepreneurship Training. The conventional performance indicators included the ability of Management Boards to attract and retain qualified human resources, the capacity to provide adequate training equipment and other materials, the ability to offer demand-driven training that met labour market needs and opportunities, quality of institutional management and financial self-sustenance. Data on which the evaluation was done, was obtained by means of questionnaires administered to relevant stakeholders, comprising management staff, both academic and support staff, and students in the training institutions under study. The stratified random sampling method was used to arrive at the sample. The results from the survey indicated that Management Boards were riddled with poor staff retention, were offering poor quality training because they were unable to provide the required training facilities and their training continued to be supply-driven. The Management Boards were also hit by a lack of finances and appeared to be far from becoming fully and financially self-sustaining. Based on these findings, the study therefore, concluded that Management Boards had not performed well. The study made a number of recommendations. Among them were the introduction of a training levy to help improve the financial situation, improvements in employment conditions and training standards by linking them to foreign institutions of Technical and Vocational Training that seemed to be doing well.
