dc.description.abstractEvery society has criminals because crime is a result of difference in values from individual to individual. This however does not mean that criminal behaviour should go unpunished. Criminals ought to be punished so that order is maintained in society and social change induced. Prisons however should be places where prisoners are rehabilitated but this can only happen if prison conditions were improved to an extent where a prisoner is accorded decent living conditions. Community Service is one method in which prisons can be decongested. Government and other relevant organisations need to intervene if prisoners are to enjoy their human rights.en_US
