Abstract
The purpose of this study was to examine resource management and its perceived effect on teaching and learning in selected secondary in Mwense District. The objectives of the study were to: examine resource management strategies that are employed by administrators in selected secondary schools in Mwense District; establish the perceived effect of resource management on the teaching and learning process; identify challenges faced by school authorities in the management of resource in selected secondary schools in Mwense District; and propose measure aimed at enhancing the management of resources in selected secondary schools in Mwense District. A descriptive survey design was employed by the study. The sample comprised 24 respondents of which 4 were head teachers, 16 were heads of department and 4 were accounting officers. Purposive sampling was used to select respondents. Interview guides, semi-structure interview guides and an observation check list were used to collect data. Data was analyzed thematically and information presented in narrations. The study revealed that resource management strategies employed by administrators included: recording all materials and equipment in stock control register, budgeting and monitoring. The study also revealed that the perceived effect of resource management on the teaching and learning process were that it helps learners to learn better and teachers to teach effectively. It also makes the work of administrators and other concerned staff relatively easier. It also indicated that school authorities faced on number of challenges. Among the challenges were: lack of financial management skills; lack of adequate storage facilities; and lack of effective communication. Measures aimed at enhancing the management of resources included: external monitors to monitor the utilization of resources in schools; school administrators to initiate fund raising programmers; teachers to be accommodated near the school area; procurement of cupboards; Ministry of finance to increase allocation of Government grants to schools; motivate teachers and support staff, use procurement guide line; enhance effective communication, trust and collaboration among all stake holders. The recommendations of the study were that: the Ministry of General Education should monitor the utilization of resources in secondary schools in order to improve on the management of resources; school administrators should follow the budget when procuring the materials or equipment in order to avoid misappropriation of funds; the Ministry of General Education should provide adequate teaching materials in secondary schools in order to improve teaching and learning; the Ministry of General Education should encourage all head teachers, deputy heads teacher, accounting officers and heads of department to undergo training in resource management in order to enhance efficiency; the Ministry of General Education should increase the allocation of grants to secondary schools in order to improve the running of the schools; and school administrators should construct proper strong rooms in order to safeguard finances and materials in secondary schools.
