- ItemAn evaluation of National information policy proposals of selected African countries-Botswana,Ethiopia,Malawi,Tanzania,Uganda,and Zambia(2010-12-01) Yumba, DicksonThe role that information plays sa an essential ingredient in the socio-economic development process of any society is now accepted in the developed as well as developing countries.For information to be useful in this context it has to be systematically captured,recorded,processed and organised to ensure timely access to relevant and reliable information by decision makers,planners,managers,executives,researchers and people at the grassroots involved in diverse ways in development related activities in various sectors of the national economy.The information personnel in Africa while recognising the role of information in national development,are also aware of the deficiency and ineffectiveness of existing information systems and services on the continent.The lack of an overall national policy on information systems and services in most of the countries that could coordinate existing resources andsystems,and support the development of an appropriate and strong infrastracture,is seen to be one of the causes of the defeiciencies.Therefore,to correct the situation,national information policy proposals have been drafted in several countries during the past decade.This study is an attempt to review,analyse and assess the national information policy proposals of six countries-Botswana,Ethiopia,Tanzania,Uganda,and Zambia.A Series of analytical frameworks to compare the policy elements have been formulated.The common elements,differential elements and omissions thereof in relation to the checklist of the elements in the frameworks are highlighted.The study indicates deficiencies in preliminary preparations as well as omissions of some elements in the policy proposals,and comments on the likely consequences in implementing the policies.The thesis concludes with recommendations that may contribute to strengthening the current efforts toward formulation and implementation of national information policies in Africa.

- ItemDevelopment of a model plan for the application of information communication technologies in distance education at the University of Zambia(2010-12-01) Chifwepa, VitalicyAlthough the University of Zambia had a strategic plan that advocated for the use of ICT in distance education and had acquired computers for this purpose, no effort had been made to develop a model for the application of the ICT in the development an delivery of distance education materials.Introducing an ICT model in distance education demanded examining the conditions and factors that may hamper or facilitate application of ICT.This study,therefore,examined the conditions that could contribute to a feasible application of ICT in the development and distribution of course materials for distance education students of the University of Zambia.The aim of this study was to design and recommend a feasible and appropriate ICT conceptual model plan for the development and delivery of course materials for the distance education students at the University of Zambia.A Survey methodology was utilised to collect the data on thye status of infrastracture,availability of the access to technologies,and attitudes of staff and students towards the usage of ICT.Questionnares and Interviews were used.The students taking distance education were 1,155 as of the 2004/2005 academic year.There were 54 lecturers involved in the delivery of courses offered in the programme.The simple random sampling technique was used to get a sample of 393 students.In addition to the students,all the 54 lecturers offering tuition by distance education and all the 9 Resident Tutors in the nine provinces were included in the sample.From the DDE, 5 administration staff and 4 academic staff were part of the sample.The total number of respondents,therefore, was 465.The quantitative data was subjected to statistical analysis using both SPSS and excel whereas the qualitative data was analysed thematically.The findings were:(a)The most accessible ICTs were radio cassette recorders,television,video cassette recorders(VCRs),computers and internet.(b)it was odserved that 66% of the the students did not have access to inetrnet due to distance to possible access points and the cost of using the internet.Unless the University of Zambia working through and with its regional offices or other agencies such as Teachers' Resource Centres provided access to inetrnet,it would not be feasible to provide course materials to all the students using internet(c)Generally students had positive attitudes towards the ICT and the ICT based formats of materials.However,students attitudes towards the Radio as a means disseminating course contents were negative.The lecturers'perceptions were that ICT could improve learning and,therefore,should be employed in the delivery of distance education.They indicated that their courses could be offered in the various formats and that the formats could complement each other.(e)Both Students and Lecturers needed training to use the ICT.Skills,however,did not influence the attitudes towards the ICTs as far as students were concerned.Since skill can be developed it would not be a major and hindering constraints towards the application of the model.The Conclusions were:(a)It was concluded,therefore,that the most feasible formats of course materials were print,audio recordings,CD-ROMs and Internet in that order(a)The order in which the lecturers' perceptions were positive were:internet.audiovisual,audio(but not to be delivered using the Radio)and lastly was the radio.The motivating factor was that ICT could improve learning.(c)Constraints against the use of the ICT were availability of the computers,some students did not have access to electricity and telephones in their homes,service provider coverage,inadquate infrastructure and skill to use the ICTs(d)The conceptual model that was developed has been found to be appropriate and capable of being applied at the University of Zambia.The integrated model that employs computers,audo recorders,audovisual equipment, video cameras and recorders,CD-ROM burners and internet has been recommended.The formats of course materials that have been recommended are print,audio,audiovisual,multimedia CD-ROMs and web.
- ItemRural Library Services in Zambia:their development and prospects(2010-12-02) Walusiku, LikukelaLibraries have a potential to contribute to rural development in developing countries.Their role as providers and facilitators for the use of information is an important element in rural development.This potential has not been fully utilised.Using the above assumptions as a starting point,this study will discuss the growth,contribution and the potential of rural libraries in Zambia.An outline of the aims of the study,the methods used in data gathering and description of the study area serve to introduce the study.The concepts and issues which are fundamental to any library in society are eaxmined.The concepts of development and that of information as a national resource are discussed.The role of rural libraries as providers of development information is sketched.These concepts provide the theoretical basis for an assessment of the role of rural libraries in Society.The provision of information in rural Zambia with particular reference to the role of Zambia library Service is discussedThis includes an analysis of the historical foundations of rural libraries in Zambia with a view of putting perspective the current rural library scene.Furthermore,other providers of information in rural Zambia are described.Problems associated with the provision of rural library service in developing countries,with particular reference to Zambia are discussed.Problems include illiteracy,lack of financial support,non existence of a legal framework,retrogressive social and cultural norms,underdeveloped publishing industry,lack of cooperation between rural information providers,marginalisation of library services and the conflicts inherent in Zambian librarianship.A Strategy for running a viable rural library service in a predominantly illiterate society is proposed.The role of a library in a rural setting in terms of combating illiteracy,preservation of indegenous knowledge and provision of information technology provide in light of the Zambian experience and the role of community information centres are discussed.A Concluding section summarises the issues which have been raised by the study and briefly discuss the future of rural libraries in Zambia.Furthermore,possible themes for further study is given.
- ItemDelhi University and Jawaharlal Nehru University Libraries,India;and University of Zambia and Copperbelt University Libraries,Zambia:a Ccomparative study(2010-12-06) Zulu, PaulThis study examines the status in terms of general activities,facilities and services of four University of Libraries namely Delhi University and Jawaharlal Nehru University libraries in India,and University of Zambia and Copperbelt University Libraries in Zambia.The study was conducted with a view to assessing the effectiveness with which these libraries are able to carry out their activities and meet their responsiblities through library administration and the staff,budgets,collections,facilities,services,automation and other new technologies;to identify the problems thse libraries face as they carry out their activities;and make recommendations for possible measures for improvement.Books,dissertations,periodical artcles,seminar papers,dictionaries and handbooks were consulted.In addition,the study required raw data on the current status and conditions in the libraries being studied.The descriptive survey method was used for the systematic collection,analysis and interpretation of the data.To use this method effectively a structured questionnaire,covering the various aspects of the study,was developed.A set of ten questionnaires were distributed to each of the four libraries being studied.Although there are differences in the choices of forms and kinds of catalogues used,classification schemes and subjects heading lists used,the findings of this study portray that standard procedures,practices,operations and applications are followed by all the four Universities.The problems of understanding,non recognition of librarians as academic counterparts of the University of faculties,poor space,shelves and seating arrangements were found to affect these libraries differently and recommendations have been made respectively.The study also revealed that the issue of inadquate funding is predominant in all the four libraries being studied giving rise to and exacerbating more other problems.
- ItemThe Impact of Digital Divide on University Academic Staff and Students:A Comparative study between the University of Zambia and the University of Strathclyde(2010-12-07) Njobvu, BensonAccess to electronic information is becoming more important in the modern information economy and yet developing countries like Zambia are far from putting policies in place to ensure that there is rapid information commuinication technologies(ICTs)development in the country.This as ctreated anequal balance between countries and sectors of the population which is generally reffered to as digital divide.This research outlines the digital divide that exists between the University of Zambia and the University of Strathclyde.This was established by comparing the twa Universities.The research provides an overview of the state of ICT development in Zambian libraries a swell as strategies that have been put in place in UK to ensure that citizens have access to electronic information.The research has revealed huge discrepancies between the two worlds in the availability of Hardware in libraries,laboratories and lecture theatres as well as technology literacy between the students in Zambia and those in UK.It has also revealed that there are huge problems in accessing the inetrnet and electronic resources in Zambia than are in Britain.Finally,recommendations have been made on how the University of Zambia and other libraries in developing countries in geral can narrow the divide by participating in some of the initiatives that are being developed globally to ensure that the divide is narrowed.
- ItemBusiness information provision:The case of TINET in Zambia(2010-12-08) Kashweka, KashwekaThis study investigates the performance of the trade information Network(TINET)of the common market for eastern and southern Africa(COMESA).It discussed the operations of TINET and the services which it offers to meet the information needs of the business community in Zambia,with a specific reference to Lusaka.The population for the study were large business organisations and small and medium enterprises(SMEs)involved in varius business activities such as manufacturing,agriculture,wholeselling/retailling as well as service companies registered as users of TINET.It also focused on TINET members of staff and the Export Board of Zambia(EBZ),the national focal point for TINET.Although the aim of TINET is to provide information to organisations such as government institutions,intergovernmental organisations and non-governmental organisations(NGOs),the study focused only on business organisations.Unlike government institutions,intergovernmental organisations and NGOs,business organisations operate in a more competitive environment and the decisions they take can be costly for the organisation if they are not based on adequate information.Business organisations therefore constitute a single group that would be expected,undernormal circumstances,to be users of an information service like TINET.Closed and openended questionnaires were used to collect data from business organisations.Out of 50 questionnaires,which were distributed,30 of them were returned.Closed and open-ended questionnaires were also used to collect data from four(4)of the five(5)members of staff targeted at TINET.Data were also collected fron EBZ using semi-structured interviews.Follow-ups on issues about TINET that required further clarification were made to TINET through e-mail.The study revealed that TINET is most helpful in assisting business organisations identify market opportunities for their products and/or services.It also revealed thatTINET is helping businesses through exposure of their products and identifying sources of inputs and consumer items.However,the study found that there is much tobe done if the network is to function according to the expectations of users.The research established that there are more large firms using TINET than small firms,an indication that small businesses are now benefiting from the services offered by TINET.The study identified inadequacy of the information available to meet user needs,financial constraints,understanding,absence of an information policy,lack of co-ordination among participating partners and inadequate publicity about the existence of TINET and its services as some of the problems affecting the operations and functions of the network.The study revealed that TINET was in the process of providing information at a fee in order to improve its operations and services.The study concluded by recommending TINET to consider various types of information and a range of services if the system is to serve its clientele better.It recommends that using the funds that will be gereated TINET should take its services accessible via libraries and other information centers.The study recommmends that the money generated could be used to afford participating partners regular opportunity to meet,exchange information and discuss issues pertinent to the operations and functions of the network.The study recommended the need for a sensitisation programme to motivate top-level management of the government organisations to realise the importance of information and make it readly available to TINET.Finally,the study recommended that libraries,government institutions,non-governmental oraganisations and mass media should be utilized to propagate the existence of and the services provided by TINET.
- ItemThe effect of ICTs on the accessibility of medical research Information by Medical Research Personnel in Zambia(2010-12-08) Mwalimu, Chanda EdwardThis study aimed at assessing the effects of information Communication Technologies(ICTs)on the accessibility of medical research information by medical research personnel in Zambia.It was an explanatory study drawing both qualitatitve and quantitative data from 9 medical research institutions in Zambia using a self administered questionnaire.From literature the study revealed that medical research being a dynamic field requires the assimilation of new technologies and skills in order to develop and contribute to quality of human life.From primary sources this study has revealed some of the dynamics of how ICTs have affected the generation,processing,storage and dissermination of medical research information.More specifically,the study has assessed the effects,both negative and positive,that the introduction of ICTs has brought to the scientists,who study biological systems to understan the causes of the disease and other health problems in Zambia.The study has also revealed that medical research institutions in Zambia do not use ICTs in accessing of medical research information and that there has been an effect of ICTs on the accessibility of medical research information by medical research personnel in Zambia.It further reveals that ICTs are utilized in accessing medical researc information by medical research personnel with the introduction of ICTs.On further analysis of the research findings,the study revealed an above average satisfaction level of medical research personnel in Zambia with their use of ICTs in accessing medical research information.The study showed a disparity in the trends of the use of 'Traditional ICTs''Modern ICTs'and 'emerging ICTs'The study therefore concludes that ICTs being tools that facilitate the production,processing,transmission and storage of information have the potential that covers a wide range of issues including copyright,open source,privacy and security.To this effect the study made recommendations to improve utilization of ICTs in terms of ICT procurement and acquisition strategy,ICT use and application in health/medine policy and ICT training policy and medical training.
- ItemLibrary legislation in Zambia(2010-12-08) Kantumoya, AlbertThis dissertation investigates and justifies the need for a public library law in Zambia to lay the foundation for the provision and development of public library services.The subject of library legislation is not new to Zambia.On two ocassions, in 1976 and 1977,the Zambia library association made unsuccessfull attempts to have a bill passed by the Zambian parliament.The objective of this research are therefore both academic and practicalAcademically to investigate and justify the need for a public library legislation for Zambia.Practically,it is the hope of the author that this research will catch the attention of the ZAmbian governement and encourage the Zambia library association to renew it's campaign for a library bill.The urgency of the need for a public library legislation in the country stems from the fact that public library services in the country are both inadquate and inappropriate for the information needs of the society.This inadquacy has its roots in the failure of the authourities that be,to define the role of public libraries to meet the challenges of the present society.As a result,public libraries have failed to make any significant contribution to the advancement of the society.Therefore,only a public law will create the administrative and financial basis for the development of library services in the country.Due to the distance between Zambia and shefield where bulk of the research was carried out and perhaps a time constraint,the author had to rely entirely on secondary literature.In other words,actual fieldwork,interviews and other methods associated with the resaerch undertakings were not employed.Perhaps this is the major shortcoming of the research.Accepting this method of approach the author intends to analyse the authoritative statements on publibc library legislation and the development of public libraries and,review existing legislative arrangrments for the provision of public library services in other African contries.This analysis will provide the philosophical,theoretical and practical guidelines for assessing the Zambian situation.The dissertation is divided in to seven chapters.In chapter one the various social,political,economic and environmental forces that affect and shape the development of the Zambia society are analysed.Chapter two traces the historical dvelopment of library services and attempts to identify the major problems faced by public librarians in the country.Chapter three and four deal with public library legislation in generalChapter three outlines the principles and functions of public library legislation and,also traces the development of the idea of offering library services based on legislation from the British Public libraries and Museums act of 1850 to the present day.Chapter four reviews the legislative arrangements for the provision and development of library services in Anglo-phone Africa and,previous attempts by the Zambia Library Association to have a library bill passed.Chapters five and six deal with the problem of public library legislation for zambia.In chapter five we justify the need for a public library law to lay foundation for the provision and development of public library services in the country,while chapter six outlines a possible strategy for library profession in campaigning for the bill.Chapter seven presents the conclusion and a draft public libraries bill to be considered by the Zambia library association

PeirisThis thesis analyzes the trends in education for librarianship in the United States and Canada,with particular emphasis on the period 1962-1985.Chapter one traces the origin of North American library education from the late 19th century,and the long struggle by the ALA to improve standards of accreditation.By 1962,the direction of the profession was being set by accredited graduate programs,and the association's national plan was to guide future developments.From the 1960's onwards the computer challenged libraries and education for librarianship as never before.The schools' responses varied from complete integration of all aspects of the curriculum to interdisciplinary links with seperate 'information science'or 'computer science'departments,or joint degree programs.Thes changes are analysed in both qualitative and quantitative terms.
- ItemA Micro-Isis-Based Information System for Suporting Research in the Institute for African Studies,University of Zambia(2010-12-09) Simui, MuyoyetaThe institute for African studies(IAS)is an interdisciplinary research unit in the University of Zambia.However,it operates as an independent entity.The institute undertakes research in the social sciences and the current emphasis is on economic development of the country.A study has been conducted to find out the exisiting information facilities of the information and documentation Unit(IDU)of IAS and also the information needs of the research workers.This study was conducted with a view to proposing a computer based information system to support research activities at the institute.The results of the study show that:(a)users are not satisfied with the information services offered;(b)most of the information sources available are outdated;(c)users are not satisfied with the subject descriptors used;(d)users find it difficult to locte and retrieve documents from the collection;and(e)poor staffing.Therefore,a MicroIsis-based information system that will operate in a local Area Network is proposed.The system in the long run is to be connected to the Wide Area Network within the country and to the global networks to enable it provide efficient information services.Two prototype databases have been created,(BIAS and FIAS),BIAS database is an integration of bibliographic records of monographs,analytic part from monographs/collections and analytic part from serial;and profiles of projects,institutions,experts,and information systems.FIAS is a specialised database containing records on factual information about the exchange rate of the Zambian kwacha to the US dollar,and about the informal sector.A user interface based on simple menus has been developed to assist users in searching the databases.The system can be implemented after the necessary hardware and software are acquired,additional information professionals are recruited and available professionals are trained to manage the information system.Recommendations have been made for implentation and further improvement of the system.
- ItemDesigning a Business Information Service-A proposal for Zambia(2010-12-10) Namushi, NyambeThis thesis attempts to identify the role of LIDS,users of business information,sources of business information and goes on to suggest a nation wide business information service.The thesis begins with a general outline of background information on the economic situation and structure of industry and commerce in Zambia(chapters 1 and 2)This includes brief description of mining industry,manufacturing and agricultural industries,industry policy and legislation;the structure of para-statal and private sectors,banking and non-banking financial institutions,small scale industry developments and research development services.Chapter 3 analyses business information in Zambia based on a questionnaire distributed to the small business community in Zambia.The findings of this investigation are presented and consist of types of information used,difficulties of obtaining information,acquisition,and how informationis used.Chapter 4 discusses the providers and potential of business information obtained from various(ie government departments and ministries,professionals,trade and commercial organisations,chambers of commerce,research institutions,trade literature and training institutions).The fifth chapter debates the needs for a business information centre,advances the advantages it would provide,and gives examples of information services in four different countries.The role of international organisations in promoting services for industry in developing countries is also mentioned.The concluding chapters dwell on the proposals for the nation wide information services for industry(chapter 6);discussing possible options,the implications of establishing such a centre,and considers accessibility of information through provincial access points.It also considers creating an advisory bord,and the functions and structure of the proposed network.The thesis concludes with chapter 7 which draws observations and recommendations towards an information service for the emerging enterpreneurs to make economic and industrial diversification a reality
- ItemA National Library Service:Purpose and Functions with Special Reference to Zambia(2010-12-13) Lungu, Maposa Ben CharlesThe aim of this study is to establish the need for a Nationally oriented library service in Zambia and to recommend a pattern befiting the special Zambian Circumstances.To do this,firstly the concept and definition of national libraries is examined.Although it is established that there is no definite definition for National library.it is through specific types of library functions that those libraries considered as national are identified.These functions are both numerous and in some cases complex.This has led to the hypothesis that for any library to fulfil national library status,it must be considered'as a libary micro-system by itself;as a component part of the library system of the country,and in its interaction with national libraries of other countries,as an element of the new international system being formed.'Against the hypothesis,the study further develops into the examination of current developments regarding national library services elsewhere.International developments like those inspired by UNESCO and INFLA are discussed.Similary,some regional developments within Africa,and especially the eastern,central and southern African region are examined.Certain developments within some national boundaries are also put into perspective.These developments taking place elsewhere are examined against the background of the devlopments taking place in Zambia itself.Due to the scarcity of Zambian literature on the subject,the final assessment of the Zambian situation is based on results of a questionnaire which was completed simulteneously with detailed interviews of the people in the relevant offices.The scanty literature on the topic was also consulted.However,personal experience with the system not only helped to identify human sources of information,but also helped to identify most of the unpublished documentation used in the study.By themselves,the developments in Zambia are shown to be inadquate and so unco-ordinated that they do not meet the national library hypothesis established earlier.Besides,current library services in Zambia are not sufficiently oriented towards meeting the national political and social aspirartions.In view of the implications from international developments and the need at home some specific suggestions have been offered to improve the situation.The National Library service finally proposed is therefore designed to meet the specific information needs of the ZAmbian community,while it will at the same time optimize all the information resources for the benefit of the Nation.Finally it will co-exist smoothly with National Library servises in other parts of the world,thereby satisfying the current international concept of information resources-sharing
- ItemAn assessment of user education in academic libraries:the case of the University of Zambia(2010-12-14) Akakandelwa, AkakandelwaThis study assessed the effectiveness of the current user education programs at the University of Zambia(UNZA).Specifically,the study sought to identify the types of user education programs offered at UNZA;obtain the views of students,academic faculty and library staff on the effectiveness of the current user education programs;determine academic faculty's need for library use in their classes and their opinion on student's need for user education that should be provided to students.The study also sought to identify problems,if any,that affect user education and its effective implementation at UNZA.Furthermore,the study intended to ascertain the extent to which user education has administrative and academic support at UNZA.In order to achieve the above objectives,data were collected from respondents through closed and open-ended questionnaires and structured interviews.Five hundred and forty-four(544)questionnaires were distributed to students and out of these 355(67%)were completed and returned.Sixty-six questionnaires were distributed to the academic faculty,out of which 64%(97%)were completed and returned.Furthermore,six professional library staff were interviewed.The study has revealed that the current user education programs at the University of Zambia mainly consist of library orientations in the form of guided tours.It has been found that these programs are inadquate in content,timing and approach.There is no written policy with regard to library user education.Furthermore,the user education programs are not reflected in the mission statement of the library.The study has also revealed that the majority of the students are aware of the availability of library-based information technology resources but lack skills to use these resources and as a result these resources are underutilized.Furthermore,it has been revealed that that part from academic faculty in the faculties of Humanities and Samora Machel Veterinary Medicine,the level of academic faculty's involvement in user education is very low.Academic faculty in Humanities and Samora Machel School of Verterinary Medicine run courses that have componets of library skills.Most academic faculty are not involved in the teaching and giving of instruction on how to use various library resources and literature sources relevant to the requirements of their specific disciplines.The major problems affecting user education are a lack of a user education policy,lack of professional library staff,and lack of commitment from library management.Other barriers identified included lack of publicity and current awareness services,poor physical premises,inadquate library collections and information technology,and the unfriendly attitude of library staff.Despite the above problems,the study has revealed that most academic faculty are in support of the introduction of a formal user education where the teaching staff and librarians work in partnership.However,there is a general lack of support from University management in terms of funding.In order to make the user education programd effective and successful,the study concludes by recommending the implementation of the folowing elements:the formulation of a library user education policy,the establishment of a library user education committee,the creation of a library user education unit,the appointment of qualified and competent libraries,and the provision of adequate funds and adeguate publicity.
- ItemThe Practical Economics and accomplishments of the reclassification project at James E Shepard Library , North Carolina Central University(2010-12-16) Luswili, Lemmy VirgilioThe basic purpose of this research was to investigate the accumulated cost of Shepard Library's reclassification of its pre- 1979 library material from Dewey to Library of Congress and also find out what had been accomplished in terms of volumes reclassified since the project took-off. Data pertaining to the project was obtained from institutional records and interviews with the Library Director, Head Cataloger and Personnel Officer at NCCU. Analysis of the data revealed that the automated environment made the project more feasible than would have been otherwise. Sixty-nine thousand eight hundred and seventy-nine volumes were reclassified at an accumulated direct cost of about $585,100 in personnel, equipment and supplies expenses and OCLC charges. Nearly 136,000 volumes remained to be reclassified after the first seven years of activity.

This is in the wake of the mining policy that is intended to woo investors in the mining industry. The Zambian government has since 1990 embarked on the Privatisation exercise of all state owned mining conglomerates. This has brought about the need for vital background information for the new would-be investors. The information used to decide whether to invest in a certain mining activities or whether it is worth exploring for certain minerals in different areas of the country. Information held by the Geological Survey Department contains historical facts about the trend of activities that may have been occuring in those areas - borehole data, traverses, geophysical data, geological data, etc.The Information Section has however, not lived to the expected standards. The storage, retrieval and method of dissermination of geological information in the department require complete change and improvement. There has been massive improvements in the GIS community which the storage, retrieval and dissemination of this information must be compatible with. For instance, investors would ask for digital data and accessing such metadata without having to come GSD.The objective of this study are twofold.The first objective is to give asummary description of the current situation of storage,retrieval and dissemination of geological information in the department. This will also help us to suggest possible changes to the information section and provide possible scenarios for change. Then we identify the requirements that the department would require to implement the changes. The second objective suggests the possibility of establishing an Electronic Front Door as a possible way to improve accessibility to the information in the department. Requirements for its development are thus discussed. A number of recommendations to the department for the successful implementation are enumerated. A quetionnare to assist in identifying the main areas during implementation has been given in the Appendixes.
