- ItemA review of strategy implementation by public universities in Zambia : the case of the university of Zambia.(The University of Zambia, 2022) Mulawa, Robson MulawaThe purpose of this study was to review strategy implementation in public universities in Zambia using the University of Zambia as a case study. Strategy is hailed as a solution to emerging victorious from a maze of competition that organisations find themselves. This study therefore was to review how public universities implement strategies in a quest to deal with competition. The objectives of the study were threefold: firstly, to find out if UNZA had a prescribed process of carrying out strategy implementation, secondly what challenges, if any, hampered smooth strategy implementation at the country’s oldest and highest learning institution and lastly, to establish if there were any suggestions for addressing the challenges of strategy implementation at the institution. A qualitative research design based on a case study was utilized. A total of 12 respondents were interviewed and data was qualitatively analysed using content analysis techniques. The study’s findings revealed that funding remained the biggest challenge of strategy implementation at public universities. Additionally, attitude of staff implementing strategic plans, lack of communication about strategic planning and external factors affected the implementation of strategic plans. The study recommended that government must firstly increase allocation of funds to UNZA and secondly be firm and resolute about their pledges of financial support to the institution, in future. Further, UNZA must start developing new campuses in the provincial centers to decongest the Great East Road campus. The study also recommended that UNZA must make partnerships with industry corporates like ZESCO and exchange human resource and funds. Last but not the least, government must consider exempting UNZA and other public universities from paying VAT as the institutions do not charge VAT for the services they provide.
- ItemThe academic perfomance of learners who have retained a grade for another extra year in mathematics, science and english language.(The University of Zambia, 2022-08-10) Mangani, LanenyThe study was designed to examine the Academic Performance of learners who had retained a grade in Mathematics, Science and English Language. The problem under the study was that there were a lot of Learners who were retaining a grade with the view to improve the academic performance in the District. Having appreciated the study done by Phiri (2016) concerning grade retention in Grant-Aided Schools in Central Province, it was observed that even other government owned Schools were practicing the vise whose effectiveness was not known. Four objectives guided the study; to identify the measures put in place by government owned Secondary Schools in order to enhance grade retention, to establish whether these measures were followed or not, to ascertain the relationship between grade retention and academic performance, and to establish the views of Teachers, Learners and Parents over grade retention. The significance of the study was that other Schools, Districts, Provinces and eventually the Policy makers were availed to a picture of the effects of grade retention in Government owned schools. The sample consisted of four Government secondary schools of Mpulungu District. Population sample comprised of 97 respondents: 28 Teachers, 39 Learners and 30 Parents. To obtain data from these respondents, Questionnaires, Interview guides and Score sheets were used. Questionnaires were administered to Teachers and learners while Interviews were conducted with the Parents. Score sheets were used to collect results from the guidance Teachers on marks obtained in mathematics, English and science before and after retention. Quantitative data was analyzed using SPSS and Statistical packages embedded in Excel while qualitative data was analyzed using themes, bar chats and pie charts. The findings indicated that Government schools had interest in retained learners and that they did put up measures to enhance grade retention. However, it was found that they did not obey the measures set. When the scores were sampled to ascertain whether there was positive, negative or no relationship between the variables, the findings indicated that there was positive correlation. This means that there was improvement in learner performance. Furthermore, when Teachers, Learners and Parents were asked to state their perception of grade retention, it was also established that they had a positive perception. The findings were similar to the ones obtained by Phiri (2016) whose study focused on Grant-Aided schools. The study recommended that grade retention be made a fully-fledged educational Policy bucked by law. The study also recommended that the Ministry of General Education through District Offices develop interest in grade retained Learners and collect statistics in order to plan on how to improve educational standards in the Country.

- ItemThe African Worldview, an incentive to unsustainable development: a case study of world vision Zambia-Chongwe cluster area programme.(The University of Zambia, 2022-08-02) Tembo, IsaacThe study was conducted to explore and assess the contribution of the African Worldview to unsustainable development in the World Vision operated Area Programmes of Chongwe Cluster, namely Kapululwe, Chongwe East and Chongwe South. The objectives of the study were to: determine how the African worldview contributes to unsustainable development in Chongwe cluster Area Programme of World Vision Zambia; ascertain people’s understanding of development; explore the impact of sponsorship funding on the programme beneficiaries. The study in this research employed a case study design which mainly involved qualitative methods. The sample included twelve (12) church leaders. Of the twelve church leaders, only one was female. Three(3) traditional leaders, eleven(11) women, ten(10) men and ten (10) school going children with consent from the school head and parents. The data were mainly collected through questionnaires and focus group discussions. Afterwards the collected data were analysed according to themes. The study revealed that the African worldview is strongly linked to African Traditional Religion and that there is a very strong correlation between this type of worldview and unsustainable development. In addition, it was also revealed that African worldview tends to contradict itself with its Ubuntu Philosophy in the sense that it promotes conflicts such as GBV and Child abuse. Interestingly, the study came to conclude that if well harnessed on the other hand, African worldview can contribute to sustainable development. Based on the findings, the study strongly recommends and implores that World Vision to invest more in capacity building activities that bring about holistic mindset change as opposed to sponsorship funding. Furthermore, World Vision should emphasise an integrated project implementation approach. For instance, Faith and Development activities should be linked to Water, Sanitation and Hygiene (WASH), Literacy, Maternal, Newborn and Child Health as well as Livelihood and Food Security. In addition, key models like Celebrating Families, Empowered Worldview, and Channels of Hope models CoH for Gender, Child Protection and Maternal and Newborn should be taught to children and youths as well. Lastly, the study recommends that when conducting capacity building workshops and trainings, the Church Leaders should be trained together with Traditional leaders. This is because the Church leaders belong to these communities that are run by Traditional leaders. The opposite is also true that Traditional Leaders also are members of these churches run by the pastors. Both types of leaders have a big role to play in sustainable development of their areas.

- ItemAn assessment of the correlation of performance audits on policy change and accountability in selected public institutions, Zambia.(The University of Zambia, 2023) Nkhoma, UchiziThe primary objective of this study was to investigate the relationship between performance audits and policy change and accountability in four chosen Ministries, Provinces, and Other Expenditure Agencies of the Zambian Government (MPSAs). To achieve this, the study aimed to determine the nature, scope, and frequency of performance audits in the selected Zambian governmental institutions and to assess the utilization and implementation of audit findings and suggestions. The research utilized a mixed-method approach that included both quantitative and qualitative methodologies. The research collected data through questionnaires, focus group discussions, and interviews. The sample size was sixty individuals, and secondary data were obtained by analysing relevant documents. The study found that the Office of the Auditor General of Zambia (OAG-Zambia) conducted performance audits independently and adhered to good governance principles that ensured transparency. However, the study also identified a capacity gap in the performance auditing of environmental studies and IT audits, which limited the scope of performance audits in these areas. To address this gap, the study recommended that the Ministry of Finance allocate more funds to OAG-Zambia for the training of performance auditors. Additionally, the study suggested that yearly performance audits be conducted more frequently. The study also revealed that various ministries did not always implement all performance audit suggestions due to insufficient funding provided by the Ministry of Finance to the MPSAs. To address this issue, the study recommended that the Treasury provide more funding to the MPSAs to ensure that all audit suggestions are fully implemented. The study found no direct correlation between the rate of policy change and the number of performance audits conducted. The review of existing policies is dependent on the timely consideration and adoption of audit recommendations submitted by the OAG-Zambia, cooperating development partners, and MPSAs. The study recommended that more audit reports be examined at each legislative session to enhance policy change and accountability.

- ItemAn evaluation of the effectiveness of Zambian school re-entry policy on female educational attainment : a case of Mulwani secondary school in Livingstone district, Zambia.(The University of Zambia, 2020) Nzim, MildredSince 1997, the Zambian government has allowed girls who fall pregnant to take leave and go on maternity and then continue with their education after delivery. This shows that Zambia has a policy in place to carter for the continued education of girls returning to school after giving birth. Despite the policy being implemented, many young girls continue dropping out of school due to challenges encountered in their pursuit of education. The purpose of this study was to evaluate the effectiveness of the Re-entry policy of pupils at Mulwani Secondary School in Livingstone District of Southern Province of Zambia. Qualitative data was analysed thematically. That is similar ideas from respondents were put together into themes. Transcribed interviews were analysed through content analysis. The reason for content analysis was to interpret the meaning of transcribed text. This study used the qualitative exploratory research design using individual interviews. The sample size involved 10 teen mothers, 1 school head teacher, 2 deputy head teachers, 2 senior teachers, 2 guidance and counselling teachers, and 8 teachers teaching teen mothers at Mulwani Secondary School. All the participants were picked from the selected secondary school in Livingstone District using purposive sampling. The sample size depended on data saturation. This was because the concern in this qualitative study was not about how much data the researcher will gather or from how many sources, but whether the data collected will be sufficiently rich to bring out detailed information about the effectiveness of the Zambian school Re-entry policy on female educational attainment. Purposive sampling was used because the researcher wanted to collect data from participants who had the right information. Qualitative data was analysed through content analysis. The findings of the study indicated that the Re-entry policy was not being effectively implemented in government schools from an educational management perspective. It was also found that pupils did not know much about the Re-entry policy. The majority of the learners indicated that they were not aware of the Re-entry policy and this showed that the school management did not adequately sensitize the pupils on the policy. This study recommended that it was necessary to include the Re entry policy in the school curriculum so that both learners and teachers could have adequate knowledge of it. Further, government through the MoGE should deal with the root cause of teenage pregnancy in schools. For further research, the study recommends that that a research be done on the challenges of teachers who are teaching the teen mothers in government schools.
